Trump Pledges Swift Reversal of Biden’s Offshore Drilling Ban
President-elect Donald Trump wasted no time declaring his intentions to overturn outgoing President Joe Biden’s ban on offshore oil and gas drilling. Speaking at Mar-a-Lago on Tuesday, Trump vowed to “reverse it immediately” upon taking office on January 20.
Biden announced earlier in the week that he had banned drilling on the entire eastern U.S. Atlantic coast and the Eastern Gulf of Mexico, the Pacific Coast along California, Oregon, and Washington, and the remaining portion of the Northern Bering Sea Climate Resilience Area in Alaska.

“Banning offshore drilling will not stand,” Trump said, pledging to revoke the Biden administration’s order, which withdraws 625 million acres of ocean from new development, on “day one”.
Trump also took aim at renewable energy projects, stating, “We’re going to try and have a policy where no windmills are being built.”
While the rhetoric is bold, Trump faces legal and procedural hurdles. The Outer Continental Shelf Lands Act gives presidents the authority to restrict offshore leasing, but reversing such a withdrawal could require one of two things: an act of Congress or a court battle. A 2019 ruling reinforced the permanence of presidential bans, complicating Trump’s path forward.
While Biden’s late-term move is seen as a nod to environmental groups and coastal states, Trump has long championed the expansion of oil and gas development as the backbone of U.S. energy dominance, framing the issue as critical for jobs, national security, and economic growth.
In addition to the offshore ban, Trump said his administration would open up the Arctic National Wildlife Refuge for energy exploration, reversing another Biden-era restriction. His comments underscore a broader energy strategy focused on fossil fuels and curbing the expansion of renewables.
